Shahid Iqbal is one of the 2008-2009 Hubert Humphrey Fellows. He has been engaged in the fellowship since June of 2008 when he arrived in United States to participate in the Humphrey Fellowship Program. He was selected for the prestigious Fellowship after an arduous screening process by the U.S Department of State. During his fellowship year, Mr. Iqbal has been focusing on election administration and human resource management, with special emphasis on women’s political empowerment, employee training and staff recruitment and building social networks.
Back in Pakistan , Shahid Iqbal is the Assistant Election Commissioner in the Election Commission of Pakistan. He has been serving in the restive tribal areas of Mohamnd Agency since 1997. The tribal areas of Pakistan are seething with conflicts and instability and have recently caught the attention of the world community. The election commission promotes electoral democracy in the tribal areas to assist the local communities in achieving peace and prosperity through the effective use of the ballot. As the assistant election commissioner, Mr. Iqbal creates and implements strategies to increase voter education, registration and engagement, with particular focus on advancing gender equality in the tribal areas. Through social networking and gender sensitization programs, there has been a large increase in the number of eligible voters in his area of jurisdiction. This increase indicates the effectiveness of his efforts. Additionally, Mr. Iqbal successfully collaborated with all UNDP and IFES (USAID funded) initiatives in the tribal areas to achieve their goal of incorporating the people of the tribal areas – women specifically –into the political mainstream.
As part of his Humphrey Fellowship, Mr. Iqbal completed professional affiliations with Hennepin County in Minneapolis , UNDP in New York City and IFES in Washington , D.C. These professional affiliations enabled Mr. Iqbal to learn best practices in election administration, human resources and public policy. During his professional affiliations, Mr. Iqbal effectively networked with various organizations engaged in promoting democracy across the globe. He expects to draw on those connections to benefit his work and the communities in the tribal areas.
Shahid Iqbal has a master’s degree in Political Science from the University of Peshawar and a master’s degree in Sociology from the University of Peshawar in Peshawar , Pakistan and Allama Iqbal Open University in Islamabad , Pakistan .
