I am pleased to send you an article on the need for reconciliation bridge-builders in areas of tensions and conflicts as in eastern Congo. Just as world citizens had pushed in the 1950s for the creation of UN Forces with soldiers specially prepared for peace-keeping service, so now we are again pushing for a new type of world civil servant. India, Pakistan, Bangladesh and Nepal have all contributed actively to military-peacekeeping forces. Perhaps these same countries can take a lead in forming reconciliation teams. Your support and advice would be most appreciated. With best wishes, Rene Wadlow
East Congo — Need for Reconciliation Bridge-Builders
On bridges are stated the limits in tons
of the loads they can bear.
But I’ve never yet found one that can bear more
than we do.
Although we are not made of roman freestone,
nor of steel, nor of concrete.
From “Bridges” – Ondra Lysohorsky
Translated from the Lachian by Davis Gill.
Violence is growing in the eastern areas of the Democratic Republic of Congo, basically the administrative provinces of North and South Kivu. The violence could spread to the rest of the country as Angolan troops may come to the aid of the Central Government as they have in the past while Rwandan and Ugandan troops are said to be helping the opposing militia led by Laurent Nkunda. While Nkunda and his Congress for the Defense of the People (CNDP) say that they are only protecting the ethnic Tutsi living in Congo, Nkunda could emerge as a national opposition figure to President Joseph Kabila, who has little progress to show from his years in power.
There is high-level recognition that violence in Congo could spread, having a destabilizing impact on the whole region. UN diplomats, led by Secretary-General Ban Ki Moon, have stressed that a political solution — not a military one — is the only way to end the violence, and they are urging the presidents of Congo, Rwanda, Uganda, Burundi, Kenya and Tanzania to work together to restore stability. The instability, along with Congo’s vast mineral and timber riches have drawn in neighboring armies who have joined local insurgencies as well as local commanders of the national army to exploit the mines and to keep mine workers in near-slavery conditions.
The United Nations has some 17,000 peacemakers in Congo (MONUC), the UN’s largest peacekeeping mission, but their capacity is stretched to the limit. Recently, the General in command of the UN forces, Lieutenant General Vicent Diaz de Villegas of Spain resigned his post after seven weeks — an impossible task. Their mission is to protect civilians, some 250,000 of which have been driven from their homes since the fighting intensified in late August 2008. The camps where displaced persons have been living have been attacked both by government and rebel forces — looting, raping, and burning. UN under-secretary general for peacekeeping, Alain Le Roy, is asking for an additional 3,000 soldiers, but it is not clear which states may propose troops for a very difficult mission. While MONUC has proven effective at securing peace in the Ituri district in north-eastern Congo, it has been much less successful in the two Kivu provinces.
The eastern area of Congo is the scene of fighting at least since 1998 — in part as a result of the genocide in neighboring Rwanda in 1994. In mid-1994, more than one million Rwandan Hutu refugees poured into the Kivus, fleeing the advance of the Tutsi-led Rwandan Patriotic Front, now become the government of Rwanda. Many of these Hutu were still armed, among them, the “genocidaire” who a couple of months before had led the killings of some 800,000 Tutsi and moderate Hutu in Rwanda. They continued to kill Tutsi living in the Congo, many of whom had migrated there in the 18th century.
The people in eastern Congo have lived together for many centuries and had developed techniques of conflict resolution, especially between the two chief agricultural lifestyles: that of agriculture and cattle herding. However, the influx of a large number of Hutu, local political considerations, a desire to control the wealth of the area — rich in gold, tin and tropical timber — all these factors have overburdened the local techniques of conflict resolution and have opened the door to new, negative forces interested only in making money and gaining political power.
UN peace-keeping troops are effective when there is peace to keep. What is required today in eastern Congo is not so much more soldiers under UN command, than reconciliation bridge-builders, persons who are able to restore relations among the ethnic groups of the area. The United Nations, national governments, and non-governmental organizations need to develop bridge-building teams who can help to strengthen local efforts at conflict resolution and re-establishing community relations. In the Kivus, many of the problems arise from land tenure issues. With the large number of people displaced and villages destroyed, it may be possible to review completely land tenure and land use issues.
World citizens were among those in the early 1950s who stressed the need to create UN peace-keeping forces with soldiers especially trained for such a task. Today, a new type of world civil servant is needed — those who in areas of tension and conflict can undertake the slow but important task of restoring confidence among peoples in conflict, establishing contacts and looking for ways to build upon common interests.

It is essential to clarify that Planet Earth, through political evolution, has gradually been divided into territorial regions according to man's col-lective desire for regional sovereignty. Man has forgotten that Planet Earth is a living entity and has suffered from the ignorance of the pursuit for ter-ritorial possession, reducing the nation state to the level of separatist entities, and obscuring the fact that there exists but ONE PLANETARY BEING, INDIVISIBLE AND INCORRUPTIBLE.
Man must focus intently on the Light Nucleus in order to understand that external demarcations have been permitted so man could develop his Divine potential within the uniqueness of each territory, and could anchor in its center a specific Divine Radiation. Its inhabitants, becoming conscious of this unique radiation, could interchange with other beings, allowing for cultural and spiritual differences while perceiving the PRES-ENCE OF ThE FATHER-MOTHER, simultaneously reaffirming the unique Divine Nature of each Being.
But man has forgotten how to regain his Divine Rights. Since this ideal has not been fulfilled yet, man is still bound to his local territorial status, often prohibiting entrance to other peoples interested in seeking what their Being needs for growth and expression in the Divine Unity. Man has pur-posefully perpetuated external struggles in order to conquer more terri-tories to annex them. This fracticidal struggle should end, and it is the DIVINE WILL THAT PLANET EARTH RETURN TO ITS LUMINOUS ORI-GIN, where men can go from one place to another without requiring any form of identification, or be rejected because of language, color, race or creed.
Ultimately, no government owns any land, lives, treasures or goods found or produced within their boundaries. It is essential to return to the original Divine Unity of Being to understand why this must be so.
All people must understand that the authority vested in one man over another does not make him an owner or possessor, nor make him superior to another at any given location on the planet.
It is essential that THE DIVINE PRINCIPLE guiding each nation be clearly understood since each nation is a receptacle of light for a predetermined Radiation emanating from THE HOLY HEART OF THE FATHER-MOTHER.
It is essential to understand man's self-imposed barriers are closing the doors to the many opportunities offered by the FATHER-MOTHER to Their Sons in different geographical locations. If man is con-scious of this, he should take this into account and realize the significance of these limitations and how they choke his inner Being, plunging him into the shadows of separatist ignorance. The great mission is to begin the process of enlightenment whereby we will have a planet which is free of lim-itations or barriers, and without canons and codes: a true self-government.
IT IS TIME TO RETURN TO THE ORIGINAL LIGHT ORIGIN OF THE PLANET, WHERE LIFE ITSELF WAS MARVELOUSLY WITNESSED BY THE SONS OF THE FATHER-MOTHER.
It is essential to realize the inalienable right of man to travel to any geographic location on the planet that enriches his life and inner Being with that location's unique Divine Radiation.
It is vital to realize for oneself this PRINCIPLE OF UNITY in order to understand how fundamental it is in order to attain Peace between nations and between man himself on the planet.
By deposing any symbol of power or authority and giving rights to the FATHER-MOTHER-GOD, man will understand and realize his Divine Right of Being Free. Then, in his Original condition, his true state, his true nature can be realized. When man recognizes that he has violated the Laws, earthly as well as Divine, he will be able to enter a Higher Order of Action, whereby he will be covered by the Light, which will assist him in the correction of his errors and enabling him to submit consciously to the Action of THE ONE UNWERSAL LIGHT.
The Divine Plan of forming only one Nation has a solid foundation and human governors and representatives should become aware of what is Being offered to them, since they are Being called to order to set aside all personal desire for power on behalf of the common Good, Peace and Love among men.
The Divine Will of the ALL-BEING infers that man should recognize and accept the DIVINE ORDER. This implies the dispositions of strengths, rights, powers, and desires on behalf of the well being of his brothers. Man is Being called upon to recognize that the road he has chosen will not lead him to any lasting solutions. An alternative is being presented to him; to rec-ognize only one Supreme Governor, GOD, FATHER-MOTHER LOVE. And because of man's obedience to Deity, it will restore to the rest of mankind the Sovereignty of God who sustains the TRUE CONDITIONS AND TRUE RIGHTS THAT WE HAVE AS CHILDREN OF LIGHT.
It is essential to understand that A GLOBAL GOVERNMENT IS BEING SPONSORED, without economic potency, without politics and with-out armaments. THIS IS A GOVERNMENT WHERE LOVE WILL MAGNIFY IN MAN HIS DIVINE CHARACTER; WHERE MAN SHALL BE GOD'S LOVING SERVANT. THIS GOVERNMENT IS POSSIBLE; IT IS HERE, IT IS NOW
It is time that man set aside his pride and desire for power, and rec-ognize he is engaged in a race towards destruction if he does not wise-ly resolve the grave problems he now confronts.
It is time to recognize it is necessary to make way for the Action of the Divine Order, subject to only one Hierarchy which will liberate the planet out of its spiritual darkness.
It is crucial that man relinquish his egoic motives and lower political motivations, and elevate his desires to a superior level so there can flow on the planet the Action of the Divine Command of Love, making the unification of men and nations possible.
IT IS NECESSARY TO RETURN TO THE LUMINOUS SPIRITUAL BEGINNING THAT CREATED LIFE AND RECOGNIZE IT AS THE ONLY TRUE SOLUTION TO CURRENT PLANETARY PROBLEMS, GIVING IT OWERSHIP AND COMPLETE LIBERTY FOR IT TO MANIFEST ITS DIVINE WILL; CONSISTING OF ONLY ONE NATION OF FREE BEINGS, READY TO EXPRESS THE LIGHT THAT THEY ARE.
Through periodic Divine interventions, man has been able to respond to the call of the ALL BEING. IT IS A CALL TO UNITY AND LOVE, so in the fluidity of the light, the barriers that separate nations, cities and men will be broken. Therefore, One Ideal PLANETARY INTEGRATION will result. The Divine Order has now manifested, offering true solutions for the chaos enveloping this planet.
The opportunity has been given; take advantage of it and strive to be CONSCIOUS collaborators with the Divine Forces; executors of the Divine Plan of the FATHER-MOTHER.
Establishing ONLY ONE NATION implies overcoming regionalist dogmas
instituted by human egos, and will provide the way for the MANIFESTA-TION OF LIGHT CONTAINED IN THE CODE OF LOVE and THE GLOB-AL GOVERNMENT OF HUMANITY
This Document serves to clarify to humans that this conscious reception involves the deeper levels of the Inner Being when one is ready to ful-fill this ordinance. It is up to man and to the local governors and represen-tatives to reinforce this Decree, working to center the Light of the FATHER--MOTHER that allows Love to govern his life and permits him to share it with his fellow man.
