- IMs. Assoi has been counseling mobile telecommunication companies and Regulation Agencies in Central and Western Africa. She provided advice in policy and regulatory matters in the telecom field, especially concerning conflicts in the sector, tariff rebalancing, interconnection, licensing process, licensing fee assessment, and internal procedures.
Ms. Assoi was the ITU/EC West Africa ICT Regulatory Harmonization Project Coordinator as a consultant. She was in charge of developing, implementing and evaluating assigned activities in order to have Harmonized Guidelines on General Policy, Interconnection, Licensing, Management of Scarce Resources, and Universal Service. Before the ITU, Valerie was in charge of all economic and tariff matters at the Telecommunications National Regulatory Authority (ATCI, one of the first in Africa) of her native country, Côte d’Ivoire.
Mrs. Assoi had many intensive trainings in Economic Regulation and Management of Public Utilities Projects, a DESS in Auditing and Management, a Maîtrise in Management, and a Bachelor degree in Management.
