I work with the Student Peace Alliance, the national youth movement to establish a US Department of Peace. I am from Vermont and attend Brandeis University ('09).

Thanks for the message and showing interest about Nepal.
The Ministry of Peace & Reconstruction is formed very recently following the peace accord with the Maoist rebels. The histry of this ministry is traced back to the different initiations created the government for managing the peace process in Nepal. Initially, the government formed a task force to facilitate the peace negotiation between the government and Maoist in order to provide technical, physical and other necessary assistance to the peace building process. The task force recommended constituting a Peace Coordination and Management Center for institutionalizing the process. On the base of this recommendation, the government established the Peace Negotiation Coordination Secretariat under the office of Prime Minister in June 2003.

Later, a High Level Peace Committee under the chairmanship of the Prime Minister was formed in August 2004, and the Secretariat of the High Level Peace Committee, under the leadership of the Chief Secretary of the Government of Nepal, was established in September 2004. Immediately after the second popular movement of Nepal, in March 2005, the government dissolved the High Level Peace Committee. But the Secretariat remained function at with a new name "The Peace Secretariat "since October 2005.

As per the decision of April 1 2007 of the Government of Nepal the existing Peace secretariat has been dissolved and the Ministry of Peace and Reconstruction has been established with the mandate to accomplish all the functions assigned to the Peace Secretariat and other additional functions relating to reconstruction of physical infrastructure damaged during the conflict, relief and rehabilitation of the conflict victims, Truth and Reconciliation Commission, High Level Monitoring Committee and Management of the Maoist combatants cantonments.

The Ministry has envisioned formation of a peaceful, prosperous and new Nepal by ensuring social justice, equity and harmony among all sections of the society.

At present the Ministry is working hard for sustaining peace in the country.

Hi Aaron
Nice to hear from you. It is a topic I have been thinking about exploring for a while. Right now I am just writing a very short framing paper for a conference this month. I did find out from posting on the site that there is a book coming out on this topic in May (see the discussion on this site). Depending what is in the book and my other research work I may pursue this further. Would be more than happy to chat.
