Research Project on Government Peace Commissioners/Ministries of Peace

HI Everyone
I am working on a small research paper on the role of national level governmental peace/negotiation institutions in conflicted countries. What I am basically interested in is when a country experiences a lengthy period of conflict and the government establishes a peace commissioner office/ministry of peace (or similar institution) to help facilitate a negotiation process or on-going interaction with armed insurgents, what are the functions of such institutions? How do they work? What has been their success? And where are they currently in operation (Colombia, Nepal, Sri Lanka, Philippines, and where else?)
If anyone has read relevant literature and/or has practical experience in this area I would appreciate any suggestions for resources.

Thanks. Will take a look. I know there is a movement to setup peace ministries around the world. But I have found almost no literature on the role of such institutions (with varying names) in conflict regions. It is a very interesting topic and right now just writing a brief framing paper for the International Studies Association Conference at the end of this month. I do hope to do some more research on this area and do have contacts at some of these institutions. I am surprised there is not more on this out there, but perhaps I just haven't looked in the right place yet.

The Colombian case can be useful: 1) Peace commissioner (comisionado de paz) 2) Justice and reconciliation commissioners (Comsionadas (they are both women) de la Comision de Reconciliacion).

Thanks. I am very aware of the Colombian cases and do have contacts. One question I have though is are you aware of any who has written a short history of the Peace Commissioner as that would be very useful (when it was founded, etc)?

I will send some emails about the Peace commissioner and will let you know the feedback. About the comisionadas de reconciliacion... I am writing about women's leadership in war times. These positions are new -last year-!

The information will be in Spanish... Is it a problem?

In Colombia, it can be a little confusing. First, we used to have a Consejero de Seguridad Nacional, after un consejero de paz and now, un Alto Comisionado de paz helped by some comisionados de paz.

Just in the meantime, because many names come to my mind: Francisco Leal, Fernan Gonzalez, Maria Emma Wills, scholars working on peace process issues.

I have a long experience working in successfully lobbying a Ministry of Peace & Reconstruction in Nepal. There is a recent GPPAC paper where I have contributed a chapter on it. Thanks. I am familiar with the MFP. As I wrote to you I did find the paper you helped write to be a wonderful resource. Perhaps you can post it on the site or a link under new book/literature as I think many people would enjoy reading it.

There is another Issue Paper which is prepared by Global Partnership for Prevention of Armed Conflict (GPPAC) which, I think will be another good resourse for your research. I will send it to you. I have contributed a case study of Nepal on its functioning in Nepal.

Dear Craig,
Thank you for the message. For the past 18 months, the Peace Appeal Foundation and Berghof Foundation have been working on a book covering this topic. We are covering the countries where our facilitators, associates and staff had direct involvement in these processes and the establishment of institutional peace tructures: Sri Lankan, Colombia, Nepal, South Africa and Philippines. The publication will include an index of such structures that was created as result (or leading up-to) peace or ceasefire agreements. We'll be happy to share our findings and copies of the book with members at the end of May. It will also be available on-line on Peace Tools and Peace Library.

Thanks so much. That is great to know that there is a book coming out on this, I am sure it will be very interesting and I look forward to reading it. This sounds like it will be a wonderful contribution to the field in a underreported area. I will list the upcoming book as a resource in the short paper I am presenting.
