I have to thank those of you who suggested me to post the unofficial version of the Greek position (i.e. demands) regarding the so-called name dispute with the Republic of Macedonia. That's going to clarify not only my texts but also the general debate and developments.
Here it is (and sorry for my English translation):
GREEK POSITION IN THE NEGOTIATION PROCESS
OVER THE NAME ISSUE
1. The only acceptable solution for Greece is one of the following proposals: “the Republic of North Macedonia”, “the Republic of New Macedonia” and “the Republic of Upper Macedonia”. The attribute must be add prior to the word “Macedonia” and in no case before the word “the Republic”, after the word “Macedonia” or to be add in brackets.
2. The scope of use of the new official name of the state will have to have an erga omnes effect, i.e. the name will have to be used in the international, bilateral and internal use. In other words, all official documents of the central government and the units of the local self-government, such as passports, personal IDs, health care IDs, all internal legal documents (birth certificates, marriage certificates, student IDs, driving licences), the economic and political documents etc. the country would be obliged to use the new name
.
3. As a sign of good will, Greece agrees the constitutional name to be used in the informal communication within the respective state (for instance, in the media, in various artistic expressions, political speeches, etc.) It could also be used in the communication with friendly countries, except in their mutual official correspondence.
4. When it comes to the attribute “Macedonian”, wich is unacceptable for Greece, there is a request to separate the issue into three segments - one that is going to designate the nation, one to designate the language and the third for designation of the ethnicity. Greece insists the attribute (Northern) to be used for naming the nation, the language and the ethnicity (which would mean that the Macedonian ethnic identity would be named “North-Macedonian” or “New Macedonian”.
5. The international country code (MK), the code of the currency (MKD, Macedonian denar) should be changed in accordance with the newly accepted name, as well as the current internet domain MK. A new code will have to be used in the context of commercial, sport, traffic and all other forms of international exchange and communication. In accordance to the new name, Greece will insist on a change of the current commercial use of the phrase “made in Macedonia” or “Macedonian product”.
6. In the country’s geographic maps and school books should not be used the old (Slavic toponyms for the villages and cities in Greece (for instance, instead of Solun the name of Thessaloniki will have to be used).
7. Greece prefers a change of the Constitution as a way of introduction of the new country’s name, but will not insist on it in case all listed alterations are encompassed and implemented through the legal system of the state through special laws and bylaws.
8. If the country decides to vote on a referendum for the proposed name, Greece will not object it.
