Vivek Maru, CEO of Namati: Innovations in Legal Empowerment, and Margaux Hall of the World Bank Justice for the Poor Program, have published an op ed in Project Syndicate arguing that fines collected for violations of the Foreign Corrupt Practices Act (FCPA) could be used to establish a multilateral financing mechanism for the direct legal empowerment of citizens worldwide.
