Background
Saferworld is an international non-governmental organisation working to prevent violent conflict and help build safer lives. It is based in the UK with programmes in Europe, Africa and Asia. Saferworld promotes the development of policies to help ensure that international actors support peacebuilding in conflict-affected states. Saferworld’s programme in Somalia and Somaliland, with the support of the European Commission, has led a process designed to establish legitimate and representative NSA structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions. Saferworld wishes to commission a consultant that will research and propose sustainability strategies for the Non-State Actor Platforms in Somalia beyond their current phase of funding.
Task
To provide viable sustainability strategies that will see the platforms continue to carry out their key activities beyond the current phase. In addition, the consultant will propose alternative platform models and structures that might enhance Non-State Actor Programme effectiveness

Methodology
The consultant will undertake both desk research and field work, informed by the consultant’s review of the specific resources provided as well as by consultations with the Non-State Actor Platforms’ members.
Time-frame
This consultancy is expected to take up to a maximum of thirty days from early March 2013.
