Jocelyn B. Lambac-Kanda was born on July 12, 1978 in General Santos City She finished her education from elementary to college in General Santos City.

She is presently the Program Manager of Kalinaw Sarangani, the provincial peace and development program of Sarangani Province. Sarangani is one of the few provinces nationwide to have institutionalized a peace and development program. The core impetus behind the institutionalization of Kalinaw Sarangani was the idea that peacebuilding must be an integral part of Politics and Government Services. Projects implemented by government offices can either contribute to peace and development or cause conflict and disorder in the community. Projects to be implemented have to be thoroughly studied and analyzed before, during, and after implementation.

Under Kalinaw Sarangani, the Provincial Government of Sarangani now maintains 50 Peace and Development Communities (PDCs) or formerly war-torn barangays, and has engaged former rebels from the Moro National Liberation Front (MNLF), Moro Islamic Liberation Front (MILF), and New Peoples Army (NPA) as active partners in peace and development in the province. The former MNLF combatants formed an organization called Peace and Development Advocates League (PDAL).
