Good luck! I think that a lot of universities in Ireland have limited funding due to the budget/financial crisis and subsequent IMF bailout.
However, last I checked Trinity offered funded PhD's for Peace Studies (check out the Irish School of Ecumenics within Trinity's site) and for International Politics. I know there are limited though.
I also think that DCU offers funding for international students.
