Mr. Abreu has just finalized a tour as a Field Officer for USAID-Office of Transition Initiatives (OTI)-Afghanistan, based in Southern Ghazni Province. He was the first Officer to manage Stabilization programs in two provinces, has managed programming in numerous Key Terrain Districts (KTDs) in RC-East, and managed the startup of the Community Cohesion Initiative (CCI) stabilization program in three districts in volatile Ghazni Province. He was the main principal in drafting the Civ-Mil Governance Campaign Plan for Task Force Devil in Southern Ghazni Province under First Brigade/82nd Airborne, as well as the Provincial governance strategy for Chief of Mission personnel at the PRT. He was a highly respected Stabilization Advisor to the Embassy District Stability Team (DST), Task Force Sr. Civilian Representative (SCR), and Brigade military leadership.
Previously Mr. Abreu worked with the U.S. Institute of Peace launching their new Academy for International Conflict Management and Peacebuilding, and managing interagency partnerships and creation of Interagency Stabilization practitioner’s courses. He was also a Co-Director and Program Manager with The National Geographic Society Missions Program, and served as a Municipal Governance volunteer in Peace Corps El Salvador.
