Women and Children in the periphery of the Maoist's People's War
This report is prepared on the basis of the field study of Rukum, Rolpa and Jajarkot Districts in Nepal. This is a report about pain, “successes”, and the violence against women and their quest for revenge. It is based on field visits and extensive interviews and discussions with the people living in those Maoist-controlled villages. The report tried to provide a narrative about the pain, oppression and terror and the plight and suffering of women, some of whom have taken up guns hoping to make the “new democracy” that the Maoists preach a reality.
The people living in the remote villages in Rolpa, Rukum and Jajarkot Districts are among the poorest and most disadvantaged groups in Nepal. They have faced many problems in the past and these problems continue until today. It is felt that there is little hope of an immediate solution for these many groups across these Districts.

The chosen locations are Districts that were neglected and exploited during the previous political regime. The local people had expected that the provision of a true democracy would change their position but they soon found out that it was not to be. The democratic Government, in the name of ridding the country of their political opponents made false charges against people of the other parties (mainly the communist party). It also began to spread false charges against those people who they considered were followers and supporters of the communist's thereby spreading terror amongst the people in the many villages in these areas. Many male villagers were forced to go into hiding or flee to Nepal's closest neighbour - India. The report points out that the post-democracy Government failed on two counts:

first it was unable to assure the people that their aspirations for better lives would be met under the new political arrangements
And second, it tried to use force to suppress the expression of even the very basic demands.
