I would appreciate any comments on my earlier entry on Colombia by 5 P.M. November 19. Around then I will recommend that Congress talk to President Obama on peace talks between Colombia and FARC rebels and ask U.S. Secretary of State Hillary Clinton for guidelines on how professors could influence talks if they wanted to support them like members of the Robert F. Kennedy Memorial on the Center for International Policy timeline in 2002. These were needed for Chicago professors when the two U.S. Senators from Illinois were Barack Obama and Richard Durbin, a friend of Congressman Delahunt. President Chavez of Venezuela still has concerns about threats from right-wing Americans with sympathies for the failed 2002 coup attempt against him, a topic of a movie I saw with Venezuelan Embassy sponsorship. These conservatives unfairly blamed Chavez for the Colombia-FARC civil war which started in 1964 and decisions by Venezuela to nationalize oil and normalize relations with Cuba in the 1970's before the Chavez Presidency.. President Uribe cooperated with Organization of American States mediation after tensions when Colombian troops killed FARC leader Raul Reyes in Ecuador in 2008 who spoke to Noticias Uno around 2007 about potential U.S. support for peace in Colombia. Mr. Uribe has moderate economist beliefs, and President Obama needs to emphasize any U.S. aid to Colombia's military is for an end to drug trafficking and internal rebellion, and that the U.S. opposes any war between Colombia and Venezuela.
I was undecided on if FARC talks could include request to patrol zones, and I will ask Congress to explore if Colombia-FARC talks could include topics of 2002 talks with United Nations mediator James LeMoyne and 2000 FARC statements on employment creation. I also hope for U.S. respect for Mr. Chavez' efforts in good faith to mediate peace between Colombia and FARC, and for U.S. troops to only deliver weapons to Colombia's military without U.S. involvement in combat or Colombian patrols in reciprocity after Colombia's FARC released 3 U.S. defense contractors in 2008. I will maintain support for President Uribe's call for peace talks with FARC earlier in 2009 without adding any preconditions, yet I will note to Congress the desirability of more attention to South America.
