STUDY: Machel Study 10-Year Strategic Review: Children and Conflict in a Changing World

The 1996 Graca Machel Study challenged the world to recognize that "war affects every right of the child." This follow-up report analyses the progress - and challenges - of the subsequent decade. More than 40 UN agencies, non-governmental organizations and academic institutions - along with children from nearly 100 countries - contributed to this review, which was co-convened by the Office of the Special Representative of the Secretary-General for Children and Armed Conflict and UNICEF. The Strategic Review is part of ongoing advocacy efforts to bring the issues of children in conflict to the forefront.

Specifically, the chapter on education (8.2, pg. 112-121) recommends the following priority actions for education in emergencies:
1. Ensure preparedness, rapid education response and sustained provision.
2. Improve coordination and capacity building.
3. Strengthen standards and accountability.
4. Provide adequate and consistent funding.
5. Improve data collection and analysis.

Furthermore, the report highlights progress in gender strategies (noting the work of the INEE Gender Task Team), community participation (noting the INEE Minimum Standards' role), teacher compensation policy (noting the development of the INEE guidance notes), links across sectors (noting the Education Cluster) and back-to-school campaigns. It highlights remaining gaps with regard to the prevention of attacks against schools, financing education in emergencies, expanding educational opportunities for older children and out-of-school youth, and in data pertaining to education in situations of crisis and recovery.

Having been assigned in Maputo (from 1992 to 1995), i was fortunate to have work for an organization that helped 1.6 million Mozambicans return to their homes from all of its neighboring states where they had fled the persecution and fighting on the civil war. It was a wonderful experience to see so many small children returning to the home they had never known because of the long war.

When I returned to Mozambique in 2008, I found remarkable positive changes had occurred throughout the country, but sadly more so in the urban areas than in the rural areas. The saddest thing was how many Zimbabwean children were having to seek refuge in Mozambique because of the trauma inside of their country.

The Machel study is spot on in many ways, AND CLEARLY SERVES AS A PLATFORM for ACTION. It is critical that we understand YOUNG PEOPLE DEMAND ACTION! Get involved is my plea to all!

- Contact Peace Corps urging them to send Peace Corps Volunteers to help children in post-conflict countries!
