Long standing conflict in Africa.

Somalia, to be more specific is an example of long standing conflicts i am talking about. The conflict is so complicated and involves the internal clan issues and the influence of the international community. What could be the solution to such conflicts, will the establishment of a proper central government work? what would be the composition? or the officiating of the division of the three regions and recognising Somaliland and Puntland as separate states? Somalia need a solution that will last. I for one appreciate humanitarian aid but i think for the future also developmental aid will help such countries especially since they have some resources.
