UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The scope of work of the UN Women Timor Leste Programme Specialist on Women, Peace and Security (WPS), requires experience and in-depth understanding of gender equality and women's empowerment issues particularly in post-conflict situations, as well as management and programming expertise, to translate UN Women's Programme on Women, Peace and Security into effective development initiatives and results.  It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, Civil Society Organizations (CSO), and with bilateral and non-traditional donors in order to promote inter-agency partnerships, and mobilization of visibility and resources to advance gender equality and women's empowerment in security sector reform.

The Programme Specialist is responsible for providing the strategic leadership, guidance and oversight of programmes and operations, formulation and execution of UN Women Programme on WPS in line with UN Women Timor Leste Country Strategy and Annual Work Plan as well as UN development efforts in Timor Leste.

Under the overall guidance of the Country Representative, the Programme Specialist will provide technical and program leadership ensuring high quality of UN Women's interventions on women, peace and security in Timor Leste.

Provides Policy Advice and Technical and Coordination Support to Partners:

• Establish and manage a coordination forum for gender and security sector reform issues in partnership with government, bi-lateral and UN counterparts, including on the development of the proposed National Action Plan on WPS and implementation of the Law on Domestic Violence and National Action Plan on Gender-Based Violence.
• Support the Country Representative to coordinate system-wide implementation of Security Council resolution 1325 (2000) by providing technical support to the Gender Theme Group, and other relevant forums and integration of WPS indicators into UNDAF/CCA process.
• Supports the development of a national capacity building plan for national counterparts on WPS, including within the security sector.

• Development of partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
• Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies.
• Coordination of the substantive preparations on women, peace and security of the UNCT roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.
  

Knowledge Management and Reporting:

• Lead the development/expansion of knowledge management strategies and methodologies on WPS.
• Manage the process of collecting and disseminating lessons learned on WPS strategies and contribute to UN Women's knowledge management efforts.
• Lead and manage the preparation of UN Women country reports to donors and other stakeholders as required, ensuring relevancy, quality and appropriateness of content and presentation.
• Work with relevant UN Women units to identify and disseminate best programme and management practices. Contribute to the development and maintenance of global, regional and national knowledge networks and practices on WPS.

• Master’s degree in Gender and Development, or any other related field.

• At least 5 years of relevant and progressive experience in the field of gender equality and women’s empowerment, including in post-conflict situations.
• Experience and knowledge of gender-responsive security sector reform, sexual and gender-based violence, conflict prevention and peacebuilding issues highly desirable.
• Proven managerial experience in the UN or an international organization and familiarity with the sub-region preferred.
• Experience in developing, implementing and/or monitoring and evaluating programmes highly desirable.
• Experience in results-based management (RBM). RBM experience as specifically applied in the UN context an asset .

• Fluency in English is required.
  
• Knowledge of the Tetum and/or Portuguese language is a distinct advantage.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
