 SENIOR PROGRAMME SPECIALIST (EDUCATION) 

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Assistant Director-General, the ADG/Ed and the direct supervision of the Director of the Office, the incumbent of the post will lead in the design, coordination, execution and evaluation efforts for programme and projects and play a significant role in policy and strategy direction, development and integration, resource optimization and overall office management. H/She will, in particular:

  • Provide intellectual, strategic and operational leadership with pertinent and timely responses to demands for UNESCO services and inputs in a coordinated and complementary manner. 
  • Advise Headquarters on the most appropriate way to integrate regional, sub regional and country concerns in UNESCO’s strategies, policies, programmes and projects, recognizing also the crucial role that National Commissions play in advising UNESCO field offices on national priorities, facilitating consultations with line ministries, mobilizing national expertise, and advocating to national and regional authorities the Organization’s norms, standards and priorities.
REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (preferably at PH.D. level) in Education, Social Sciences or related field.

Work Experience

  • At least ten (10) years of work experience with government and/or international development organizations in the field of education at national and international level.
  • Experience in planning, implementing and managing programmes and/or projects in the field of education.
  • Experience in fund-raising and resource mobilization.

Skills/Competencies

  • Demonstrated leadership, management and organisation skills. Proven ability to lead, manage and motivate staff and teams in a multicultural environment.
  • Ability to promote and develop cross-sectoral collaboration and network / external partnerships.
  • Familiarity with the work and general functioning of international organizations and/or the UN system.
  • Excellent communication skills, including the ability to write clearly and concisely.

Languages

  • Excellent knowledge of English.

DESIRABLE QUALIFICATIONS

Work Experience

  • At least 5 years of experience acquired at international level.

Skills/Competencies

  • Knowledge of educational issues in Africa.

Languages

  • Working knowledge of French and/or Portuguese.

BENEFIT AND ENTITLEMENTS

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt of income taxes. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.

A WRITTEN EXAMINATION MAY BE USED IN THE EVALUATION OF CANDIDATES.
