The Independent Reporting Mechanism (IRM) of the Open Government Partnership (OGP) is seeking individuals to carry out research at the national level in 8 countries to assess government progress on implementation of OGP Action Plans.
Background
The OGP is a new multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. To become a member of OGP, participating countries must embrace a high-level Open Government Declaration, deliver a country action plan developed with public consultation; and commit to independent reporting on their progress going forward through the OGP Independent Reporting Mechanism.
The IRM is a key means by which all stakeholders can track progress and OGP’s impact within participating countries. By tracking progress, it promotes strong accountability between member governments and citizens.
The IRM works primarily by disseminating annual independent assessment reports for each OGP participating government. Each national progress report will assess the implementation of action plans, progress in fulfilling open government principles, and will develop technical recommendations.
The first 8 countries to be evaluated in 2013 include Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, and United States.

VACANTES PARA INVESTIGADORES LOCALES – MECANISMO INDEPENDIENTE DE REPORTES (IRM INDEPENDENT REPORTING MECHANISM)
El Mecanismo de Reportes Independientes (IRM) de la Alianza para el Gobierno Abierto (OGP – Open Government Partnership) tiene vacantes disponibles para individuos que puedan llevar a cabo trabajos de investigación a nivel nacional en 8 países y que evaluarán el progreso de los gobiernos en la implementación de los Planes de Acción de OGP.
Antecedentes
La Alianza para el Gobierno Abierto es una nueva iniciativa multilateral que busca asegurar compromisos concretos de los gobiernos para promover la transparencia, empoderar a los ciudadanos, combatir la corrupción y utilizar nuevas tecnologías para fortalecer la gobernanza. Para ser miembro de OGP, los países participantes deben adoptar una Declaración de Gobierno Abierto de alto nivel, entregar un plan de acción desarrollado con una consulta pública; y aceptar un reporte independiente que mida su progreso a través del Mecanismo Independiente de Reportes.
El IRM es un mecanismo clave a través del cual los actores interesados puedan dar seguimiento al impacto de OGP en los países participantes. El dar este seguimiento promueve una mayor rendición de cuentas entre los gobiernos participantes y sus ciudadanos.
El IRM trabaja principalmente en diseminar reportes anuales de de evaluación independiente para cada país participante en OGP. Cada reporte nacional de progreso evaluará la implementación de los planes de acción, el progreso en el cumplimiento de los principios de gobierno abierto, y desarrollará recomendaciones técnicas.
Los primeros 8 países que serán evaluados en 2013 incluyen a Brasil, Indonesia, México, Noruega, Filipinas, Sud Africa, Reino Unido y Estados Unidos.
