I am based in DC, but can do interviews over Skype if you are located elsewhere. Please contact me at voliphant(at)sfcg.org or over this network if you are interested in being interviewed or have suggestions of other folks who might be, as well as with any relevant documents or resources.
Please let me know if you have questions, and I would be more than happy to tell you more.
I suggest you to look at the following experience "Voix des Kivus" http://cu-csds.org/projects/event-mapping-in-congo/
Contact Mdhawa Palihapitiya. He is a Sri Lankan expert on early warning systems and has a lot of first hand experience
