Purpose of the Position
Under the general guidance of the Principal Advisor, Gender and Rights, the incumbent is responsible for the coordination of UNICEF's work and liaison with Human Rights bodies in Geneva. The incumbent will work as part of the Gender and Rights Section within Programme Division, out posted in Geneva.
S/he will strengthen and maintain relationships and collaboration with key Human Rights partners, ensuring effective UNICEF support to human rights partners and processes and influencing policy and strategy for the rights of children in line with the priorities and policy guidance of the section.
Key Expected Results
- CRC session and pre-sessional working group for 4 weeks during January and February 2013: This includes briefing and accompanying UNICEF country office staff (usually Representatives) to ensure their effective participation.
- Representing UNICEF in discussions with the Committee and other partners during the finalisation/preparation of General Comments of the Committee.
- Preparations for the May/June CRC session and pre-session including guiding country offices in the preparation of reports, reviewing these and providing feedback.
- Representing UNICEF during preparations for the Human Rights Council annual session in February/March 2013 (4 weeks), which includes the annual day on child rights; the related child rights resolution, other child rights-related activities and the annual panel on the rights of persons with disabilities.
- Sessions of the CEDAW Committee, the Human Rights Committee, the Committee on the Rights of Persons with Disabilities, as well as preparations for sessions of other treaty bodies, and the Universal Periodic Review, in close consultation with country offices.
- All this requires close liaison with the relevant country offices, the Committee Secretariat (OHCHR) and the NGO Group for the CRC as well as government delegations to the Human Rights Council.
Qualifications of Successful Candidate
- Advanced university degree in Social Science, International Law, Public Policies, Public Administration, Political Science or International Relations or other related field. Expertise and experience in the Convention on the Rights of the Child and the Convention on the Elimination of All Forms of Discrimination Against Women is an asset.
- Fluency in English is required.  Knowledge of French and/or Spanish is an asset.
- Eight (8) years of professional work experience at national and international levels in social development and policy analysis, at least two years of which should have been in developing countries.
